AGRICULTURAL DEVELOPMENT
STUDY ON FOODCROP POLICIES, PHILIPPINES
This technical assistance project was undertaken for the Asian Development
Bank in association with Carl Bro International a/s of Denmark as the
lead consultant. The objective of the study was to formulate a policy
reform agenda including policy actions, institutional reforms and investment
programs supportive of the Philippine Agricultural Development Plan (1990-95).
The study comprised analysis of past and current policies on pricing,
tariffs, trade and marketing, investment incentives, subsidies and regulations,
identification of institutional measures required to enhance the efficiency
of the foodcrop sector and outline a public investment program. The Department
of Agriculture was the executing agency for this project.
AGRI-BASED INDUSTRIES DEVELOPMENT
PROGRAM, PHILIPPINES
The Philippine Department of Agriculture contracted SEA to formulate a
development program for agri-based industries to assist the development
of markets and promote rural-based industries for farmers and land-owners,
particularly those affected by the Comprehensive Agrarian Reform Program
(CARP).
The development program embodied: an assessment of investment
opportunities in agri-based industries; an investigation of the required
support services; a detailed project cost estimate for a 5-year period;
and proposed management structure.
INTEGRATED AGRICULTURE INFRASTRUCTURE
AND SUPPORT SERVICES PROJECT, PHILIPPINES
Assisted the Asian Development Bank in implementing this technical assistance
to design a project to develop agriculture infrastructure and support
services to smallholder farmers, to increase production of foodgrains
and improve farm incomes in the underdeveloped areas in the Philippines.
This project was implemented with GRM International Pty. Ltd. of Australia
as the lead consultant.
AGRICULTURE SECTOR STRATEGY PROJECT,
PHILIPPINES
This project was undertaken for the Asian Development Bank. SEA was tasked
to prepare a strategic framework for the development of the agriculture
sector in the Philippines. The study covered the analysis of the past
and current situation of agricultural development of the country, identification
of major problems and constraints of the policy, institutional, public
investment and technical levels, examination of the Bank's and Department
of Agriculture's Strategic Framework and Development Plans. It also involved
the formulation of a development strategy to guide the Bank's investment
operations in the sector with particular attention to: a) policy issues;
b) subsector priorities including agro-industrial development and the
potential for promotion of exports; c) geographical regional priorities
with respect to the Bank's strategic framework objectives; and d) government's
capacity to support the strategy with respect to policy, institutional
capability and program of investment.
AGRO INDUSTRIES CREDIT PROJECT,
MALAYSIA
An Asian Development Bank project, which involved the identification of
agro-industrial investment opportunities in selected subsectors of Malaysian
agriculture and the preparation of profiles of commercially viable investment
projects that, can be implemented by the private sector. BMB of the Netherlands
was the main consultant with SEA as a subcontractor. SEA was tasked with
the non-conventional source of energy (rice husk fuel generation) portion
of the study. It was also responsible for the preparation of the project's
financial analysis.
DEVELOPMENT AND REHABILITATION
PLAN FOR THE GANANO WATERSHED, DIFFUN, QUIRINO PROVINCE, PHILIPPINES
The Project involved the preparation of a detailed rehabilitation plan
for the Ganano River Watershed in Diffun, Quirino Province for the Department
of Environment and Natural Resources (DENR). The rehabilitation plan included
thorough field inspection of the watershed, preparation of maps, survey
and assessment of bio-physical and socio-economic features of the site,
determination of the optimal number/density location and design of infrastructures,
and description and qualification of the socio-economic and environmental
impacts of the watershed development.
FOODGRAIN STORAGE PROJECT, BANGLADESH
An SEA grains handling and storage expert assisted Asian Development Bank
(ADB) in the preparation of the Project Performance Audit Report for the
Foodgrain Storage Project in Bangladesh. The consultant participated in
the field investigations, which looked into the functional viability of
the Local Storage Deposit (LSDs) of the project; the organizational structure
of LSD; and the utilization of LSDs reduction in quantitative and qualitative
losses as compared with situation "without the project".
MINDANAO SMALLHOLDERS PROJECT,
SOCIO-ECONOMIC SURVEY, PHILIPPINES
Conducted a socio-economic survey for the Mindanao Smallholders Development
Project, funded by the Asian Development Bank and with the Southern Philippines
Development Authority as executing agency. The project entailed the undertaking
of studies and field surveys to establish the socio-economic status of
the tribal minorities and other existing settlers in the proposed project
area. Field surveys were designed to assess the social and economic values
and attitudes of potential beneficiaries towards the development objectives
of the project and confirm their willingness to participate in the design
and implementation of the project.
SLAUGHTERHOUSE PROJECT FOR REGION
IX, PHILIPPINES
At the request of the Philippine Department of Agriculture, SEA conducted
a feasibility study on the establishment of a class AA slaughterhouse
in Region IX to cater to the livestock and poultry needs of the region
and other nearby countries.
The study included: the conduct of a financial and economic
analysis to determine the viability of putting up a slaughterhouse for
hogs, cattle and poultry in the area; and the formulation of a workable
concept and implementation scheme for the proposed project consisting
the following: an integrated transport system, marketing scheme, establishment
of auction markets, production arrangements to ensure a steady supply
of livestock for slaughterhouse, refrigeration facilities and other support
services.
CROP RESEARCH AND PRODUCTION CENTER AND
IMPROVEMENT OF NATIONAL CROP CENTERS, PHILIPPINES
SEA was commissioned by the Philippine Department of
Agriculture to look into the viability of: (a) setting up a Crop Research
and Production Center; and b) upgrading the existing national crop centers
in Baguio, Los Baños, Negros Occidental and Davao. The study examined
the technical and organizational viability of the project. It also included
an estimate of the project's investment cost and a proposed implementation
schedule.
MADELLA PEANUT PROCESSING PROJECT,
PHILIPPINES
The study was under the auspices of the Department of Agriculture's Livelihood
Enhancement for Agricultural Development (LEAD) Program. SEA prepared
a feasibility study, which looked into the marketing, technical and financial
viability of planting and processing peanuts in Madella, Quirino Province.
In addition to the conduct of the study, SEA also secured
a loan from a financial institution for the project.
PROTOTYPE MACHINE SHOP FOR FARMERS
IN BUKIDNON, PHILIPPINES
SEA conducted a feasibility study for the Department of Agriculture (DA)
to define the viability of establishing a prototype machine shop for farm
implements for a cooperative in Bukidnon. The marketing, technical and
financial aspects of the project were major factors of the study. The
project was under the DA's Livelihood Enhancement for Agricultural Development
(LEAD) Program.
SEA was also tasked to look for a loan from a bank for
the project.
RURAL COMMUNITY BAMBOO PLANTATION
PROJECT, PHILIPPINES
Conducted the preparation of feasibility studies for the rural bamboo
plantation project of the Department of Environment and Natural Resources.
The objective of the project was to formulate a bamboo plantation development
project that focuses on : (a) increasing the output of high quality bamboo
for commercial purposes; (b) involving the local communities in the establishment
and management of bamboo plantations; and (c) providing appropriate support
facilities. The project sites were in Mangatarem, Pangasinan, Capas, Tarlac,
Maco, Davao del Norte; and Cebu City, Island of Cebu.
TANNERY AND LEATHER PRODUCTION
CENTER PROJECT, PHILIPPINES
Assisted the Department of Trade and Industry, Pangasinan Provincial Office,
Region I in the conduct of feasibility study for the proposed tannery
and leather production center in Urdaneta, Pangasinan. The objectives
of the study were to evaluate the technical, socio-economic, financial
marketing, management and other related factors affecting the viability
of the proposed project. The study also presented a master plan of the
project to include drawings, sketches, and layouts of the various infrastructure
requirements, machineries and equipments, waste water disposal and power
and energy systems. An environmental impact assessment was also prepared
as compliance to the requirements of the Environmental Management Bureau
of the DENR.
FORESTRY DEVELOPMENT PROJECT IN
ILOCOS NORTE, PHILIPPINES
This project involved the conduct of a market survey to select suitable
crops that will be planted in reforestation areas, TTFs, CIFs, and agro-forestry
farmlots. These crops should produce products that can be marketed (in
addition to home consumption) to increase the income of farmers. The specific
objectives of the market survey were: (a) to determine the market demand,
outlets, and characteristics within and outside of the project area, for
various social forestry subcomponents, as well as the reforestation components;
(b) to study and recommend possible marketing schemes that can be adopted
to facilitate marketing of farm products, e.g., cooperatives and trading
centers; and (c) to train project staff in carrying out market surveys
for subsequent surveys. Executing agency for the project is the Department
of Environment and Natural Resources (DENR) and funded by the Asian Development
Bank (ADB).
FARMERS GRAINS MILL, INC., PHILIPPINES
This was a project study conducted by SEA for Planters Development Bank.
The study was undertaken with the objective of evaluating the need to
finance its expanding milling and trading operations. The study presented
a comprehensive five-year projection plan, which would encompass the marketing,
technical and financial aspects of its operations.
FEED CRUSHING BUSINESS, PHILIPPINES
The Planters Development Bank assigned SEA to do a project appraisal report
for Mr. & Mrs. Efren C. Reyes whose business is grinding and providing
raw materials for feed manufacturers. The overall study involved an appraisal
of the management, technical, financial and marketing aspects of the business
and the preparation of a five-year projection plan on its financial and
marketing operations.
DEVELOPMENT BANK OF THE PHILIPPINES,
PHILIPPINES
The contract with Development Bank of the Philippines (DBP) included the
preparation of pre-feasibility studies for six (6) products with export
potentials such as banana, cashew nuts, mango puree, flue-cured virginia
tobacco, blackpepper, and PVC films and sheets.
The marketing aspects of the studies involved extensive
research on the prevailing market conditions affecting the individual
products both in the domestic and foreign markets. This included personal
interviews with key officers of manufacturing firms and trade associations,
as well as representation sampling of sellers and buyers. These pre-feasibility
studies served as the basis for DBP in formulating lending guidelines
for the covered products and as investment tool for prospective investors.
SECOND HIGHLAND AGRICULTURE DEVELOPMENT
PROJECT, PHILIPPINES
SEA assisted the Asian Development Bank in the implementation of this
technical assistance (TA) project. The TA involved the preparation of
an investment project for agricultural development in highland areas of
the Cordillera Administrative Region (CAR). It built on the lessons learned
from the first Highland Agriculture Development Project (HADP) which was
implemented in 13 Municipalities of Benguet and Mountain Provinces between
1987 and mid-1993. The TA study reviewed the potential for Project activities
under three distinct production situations: a) existing HADP areas, to
address environmental and institutional issues; b) new areas in Benguet
and Mountain Provinces with similar advantages for the production of temperate
vegetables, where a modified HADP approach can be replicated; and c) new
areas proposed by the Government primarily in Abra and Kalinga - Apayao
Province, with different ecological conditions and market opportunities.
This was undertaken with Agrodev Canada.
YUNNAN-SIMAO FORESTATION AND SUSTAINABLE
WOOD UTILIZATION PROJECT, PRC
SEA was commissioned by the Asian Development Bank to assist in the preparation
of a project that involved: a) advising the provincial government in initiating
actions for establishing a shareholding company to own and operate a pulpmill;
b) identifying the scope of the consultant services to be provided under
a Bank's advisory technical assistance to the Government to strengthen
the institutional, legal and financial systems of the proposed shareholding
company; c) evaluating the performance of enterprise reforms initiated
in Yunnan Province, d) reviewing the relevant rules and regulations of
the national and provincial governments for establishment and operations
of shareholding companies; e) assessing the clarity of understanding of
the shareholding concept among the senior provincial government officials;
and f) assisting the Provincial Government in preparing the requirements
for the corporatization of the company under the shareholding system.
CASTOR BEANS AND BROOMCORN PRODUCTION,
PHILIPPINES
The project involved the preparation of feasibility studies on broomcorn
(sorghum) and castor bean oil production for Golden Green Farms Complex,
Inc. SEA conducted thorough research on current agricultural production
and demand for the two products and looked into the marketing and financial
aspects of the project.
AGRARIAN REFORM COMMUNITIES DEVELOPMENT
PROGRAM, PHILIPPINES
SEA was contracted by the Asian Development Bank to provide the services
of an LGU Finance Analyst as a member of a loan pre-appraisal mission
for the Agrarian Reform Communities Project, Philippines. The implementation
of this technical assistance supports the Philippine government's Comprehensive
Agrarian Reform Program (CARP) using the Agrarian Reform Community (ARC)
strategy. It consists of an integrated package of activities and addressed
the key constraints at enhancing the beneficiaries' and their organizations'
incomes through agricultural and rural enterprise development and access
to services and infrastructure which would reduce their production cost
through organized community effort.
The project covers 200 ARCs in 25 provinces of which 87
are in SZOPAD provinces and consisted of five (5) components: (i) community
and institutional development; (ii) agricultural development; (iii) rural
enterprise development; (iv) rural infrastructure; and (v) project management
and technical assistance.
GRAINS POLICY AND INSTITUTIONAL
REFORMS ADVISORY TECHNICAL ASSISTANCE, PHILIPPINES
SEA implemented this technical assistance (TA) project funded by the ADB.
This TA is for the Department of Agriculture (DA) and its attached agencies
whose objective is to provide technical advisory services in the area
of grains policy analysis and advocacy, specifically in support of the
reform envisioned under the Grains Sector Development Program (GSDP).
SEA prepared the GSDP policy reform agenda on an annual
and semiannual basis from which the appropriate policy analysis, advocacy
work plans and determination of the optimal use of short-term TA inputs
will be organized. SEA was tasked to ensure that the GSDP policy analysis
and work plans are implemented in a timely and strategic manner to facilitate
the fulfillment of reforms specified in the GSDP Policy Matrix.
IMPACT ASSESSMENT STUDY OF THE
CENTRAL CORDILLERA AGRICULTURAL PROGRAMME (CECAP) Phase II Project, PHILIPPINES
SEA is presently engaged in the conduct of the Impact Assessment Study
of the Central Cordillera Agricultural Programme (CECAP) Phase II Project.
The area covered are Ifugao, Mountain Province, Kalinga and Abra provinces
and of the 25 municipalities in those provinces which are receiving assistance
from the project.
SEA is currently assessing the effectiveness and impact
of the project, using the following criteria: (i) an understanding of
the perception of the services by all intermediate beneficiaries and target
groups; (ii) a check on the attainment of the targets set by the OVIs
at the Programme Purpose level of the logframe; (iii) an appreciation
of planned and unplanned secondary effects brought about by the services
provided; and (iv) an appreciation of the Programme’s adaptation
to planned external factors, and of the unplanned external factors. |
