FINANCIAL ADVISORY
ELECTRONICS TELEPHONE SYSTEMS,
INC., PHILIPPINES
Electronics Telephone System, Inc. (ETSI), a local subsidiary of SIEMENS
had intentions to buy the telephone repairs business of Teltronic Sales,
Inc. SEA-BMB was commissioned to work on the viability of the ETSI proposal.
The study presented to ETSI the revenue projections on the future telephone
repair system in the next five year operations taking into account the
PLDT requirements as well the entry of the touch tone telephone system.
It also looked into the payback period and the internal rate of return
of the proposed venture.
SEAC FINANCIAL BUDGET, PHILIPPINES
The company prepared a series of financial budgets for SEAC International,
Inc., to assess the profitability of the firm. It determined the extent
of manpower reduction and recommended measures on how to make the company
more profitable.
PHILTECTIC BUDGET, PHILIPPINES
Assistance was rendered to Philtectic Corporation in the preparation of
their budget for 1983, taking into account sales targets enforced by foreign
suppliers as well as manpower requirements specifically for the selling
departments.
DEVELOPMENT FINANCE LOAN PROJECT,
INDONESIA
Assisted the Asian Development Bank in undertaking an appraisal mission
for the Development Finance Loan (DFL) Project in Indonesia. SEA provided
a Commercial Bank Specialist/Financial Analyst whose work comprised the
following: (a) evaluation of five private commercial banks (PCBs) proposed
to be included as participating financial institutions (PFIs) under the
DFL; (b) overall review of the commercial banking sector, objectives,
performance and prospects of the state commercial banks (SCBs), regional
development banks (RDBs) and PCBs; and (c) training of project staff on
project evaluation and monitoring.
RESTRUCTURING OF THE UNIT TRUST
OF BHUTAN TO A COMMERCIAL BANK, BHUTAN
SEA assisted ADB in carrying out this advisory technical assistance for
the Government of Bhutan. The TA aimed to convert the Unit Trust of Bhutan
into a commercial bank. The SEA team of consultants prepared the ground
work for the conversion; trained the local staff; transferred commercial
banking knowledge to them; provided advice to the new bank on all areas
of operation; and assisted in the acquisition of modern banking facilities
and equipment.
BANK ACCOUNTING AND OPERATIONS
CONTROL, PHILIPPINES
This is a public seminar regularly offered by SEA, which, aside from discussing
the standard bank accounting system, presents accounting as a management
tool. It shows the use of accounting data for:
- Forward-planning and decision-making;
- Early warning system or operations control;
- Error detection and prevention frauds; and
- Basic inputs for efficient management information
system.
ESSENTIALS OF METHODS, SYSTEMS
AND PROCEDURES FOR BANKS, PHILIPPINES
SEA was contracted by Interbank to conduct this seminar. The course was
designed to provide the participants with sufficient working knowledge
on this new disciplinary field, enough for them to understand and apply
the concepts and techniques learned in the seminar.
EFFECTIVE REPORT WRITING FOR AUDITORS,
PHILIPPINES
SEA was commissioned by the Bank of the Philippine Islands (BPI) and the
Social Security System (SSS) to provide the participants with the working
knowledge on how to write effective audit reports. It also aimed to: (a)
instill in their minds the importance of having the right "attitude"
as a precondition to improving their abilities to write effective audit
reports; and (b) develop their basic "skills" in applying the
techniques and guidelines for effective report writing.
PROJECT APPRAISAL REPORT FOR PLANTER'S
DEVELOPMENT BANK, PHILIPPINES
SEA was commissioned by the Planter's Development Bank to prepare an appraisal
report of the Bank's projects for possible availment under an IBRD rediscounting
window. SEA looked into the technical, marketing, and financial aspects
of various agribusiness and small and medium enterprise projects such
as ricemilling, feedmilling, food processing, jeepney body assembly, trucking
and hauling, palay drying, and kitchen utensils manufacture.
CAPITAL MARKET DEVELOPMENT AUTHORITY,
FIJI
SEA assisted ADB in carrying out this technical assistance (TA) through
a Public Awareness Technical Adviser whose tasks include (1) the creation
of public awareness of the securities market and the benefits of investing
in financial products to stimulate demand; (2) the promotion of equity
offerings and the exchange of listings of equities; and (3) the creation
of an IPO in co-ordination with the Exchange, Brokers and Government.
FINANCIAL MARKET STUDY FOR CEBU
SOCIO-ECONOMIC EMPOWERMENT AND DEVELOPMENT PROJECT, PHILIPPINES
SEA Consultants Inc. was commissioned by the Japan International Cooperation
Agency (JICA) to undertake a financial market study relevant to the livelihood
component of the Socio-Economic Empowerment and Development (SEED) Project.
The study provided basic information on rural finance delivery
system and resources currently relevant to Cebu province, and it also
formulated the conceptual design of a credit assistance program, which
is supportive of the livelihood component of the SEED Project.
DEVELOPMENT OF GOVERNMENT BOND
MARKETS IN SELECTED DEVELOPING MEMBER COUNTRIES (DMCs), REGIONAL (PRC,
HONGKONG, INDONESIA, KOREA, MALAYSIA, PHILIPPINES, SINGAPORE, SRI LANKA,
TAIPEI, THAILAND)
SEA Consultants, Inc. was commissioned by the Asian Development Bank in
implementing this regional technical assistance (RETA), which aims to
review and analyze the state of fiscal and monetary policy and management
in each of the selected DMCs in the region.
SEA was tasked to:
- Assist Bank staff in reviewing all draft country reports
and make analytic suggestions based on his/her expertise; suggestions
should be in line with the strategic directions of Bank operations for
developing the financial sector, capital markets and the private sector.
The suggestions should also be theoretically and empirically sound;
- Participate in the finalization meeting on 28-29 March
2000; and
- Prepare an overview report and a holistic executive
summary of country reports and papers to be written by international
resource persons.
FINANCIAL SECTOR DEVELOPMENT,
LAOS
Asian Development Bank (ADB) contracted SEA Consultants, Inc. (SEA) in
the conduct of the Financial Sector Development in Laos, which focused
on restructuring the state owned banking and improvement of the enabling
environment for financial sector. SEA performed the following: (i) carried
out financial analysis of the three State Commercial Banks (SCBs), focusing
on sources of profit and losses; (ii) analyzed audited financial data,
resolve inconsistencies, and follow-up on data questions with the SCBs
to obtain a complete understanding of the financial position and prospects
for the SCBs; (iii) input financial data into the bank financial model,
developed under TA 3466, in order to run projections of key performance
indicators under various scenarios; (iv) provided financial simulations
of post-combination, pre-restructuring and post-restructuring scenarios
for banks proposed by the Government for merger; (v) assisted the bank
restructuring adviser in developing financial indicators to be monitored
during the bank restructuring plans, propose minimum targets, and develop
a proposed time line for improving the indicators in order to meet the
minimum targets; (vi) provided assistance, as needed, in drafting and
finalizing bank restructuring plans; and (vii) prepared an integrated
report on the financial analysis of the SCBs.
FISCAL, FINANCIAL AND ECONOMY ADVISORY, REPUBLIC
OF THE MARSHALL ISLANDS
SEA Consultants, Inc. (SEA) has been engaged by Asian Development Bank
(ADB) to render a Fiscal, Financial and Economic advisory services to
the government of the Republic of the Marshall Islands. SEA conducted
a comprehensive study of the tax system both at the national and local
to improve tax efficiency, equity, reliability as well as tax collection
and to harmonize tax policies between the national and local levels of
government.
