This firm is engaged in the manufacture and marketing of toys and decorations
geared for the export market. It hired the services of SEA-BMB in their
desire to review and evaluate its existing operations and to determine
the problem areas affecting the company.
A diagnostic study conducted by SEA presented an analysis
of the marketing, technical and financial aspects of the present operations
as well as recommendations on how to turn their business into a more profitable
venture.
SEAC ORGANIZATIONAL STUDY, PHILIPPINES
The organizational study prepared for the Southeast Asia Communications
International, Inc., a joint-venture telecommunications company with a
Texas-based telephone firm (San Angelo Communications & Electronics,
Inc.), supplying switches and reconditioned telecommunications equipment
for the Philippine Long Distance Telephone Company, involved the evaluation
of management and its personnel. The study looked into the possibility
of duplication of staff and management functions and resulted into a more
streamlined organizational structure, which would effectively carry out
the objectives of the firm.
ORGANIZATIONAL DEVELOPMENT AND
HUMAN RESOURCES STUDY, AKLAN ELECTRIC COOPERATIVE, INC., PHILIPPINES
Aklan Electric Cooperative Inc. requested SEA to conduct a study on the
company to determine specific areas for organizational development, particularly
problem areas and needs which have to be addressed. The study included
organization and needs analysis.
ORGANIZATIONAL STUDY FOR THE CAGAYAN
DE ORO CHAMBER OF COMMERCE AND INDUSTRY FOUNDATION, INC. (ORO CHAMBER),
PHILIPPINES
SEA Consultants, Inc. conducted an organizational study for the
Oro Chamber in order to address the current and future needs of this non-government
organization which seeks to promote, develop and protect the private business
sector in Region X, particularly Cagayan de Oro City and Misamis Oriental
Province. The study aimed to establish a long-term management policy attuned
to the mission objectives of the Chamber and needs of the members and
to establish a personnel administration policy for professionalization
and standardization of functions.
ORGANIZATIONAL STUDY FOR THE ATLAS
PUBLISHING COMPANY, INC. (APCI) AND THE ATLAS LITHOGRAPHIC SERVICES, INC.
(ALSI), PHILIPPINES
The organizational study focused on establishing a standard job
rating and position classification structure for the two sister companies,
APCI and ALSI. Among the output of the study were the rewriting of individual
position job descriptions; formulation and/or amendment of the management
policy manuals on job rating and position classification; and revision
of the organizational and functional charts of APCI and ALSI.
POST-EVALUATION OF THE NGO MICROCREDIT
PROJECT, PHILIPPINES
The Asian Development Bank granted a loan to the Government of the Philippines
for the implementation of the Tulong Sa Tao - Self Employment Loan Assistance
Program (TST-SELA), with the Department of Trade and Industry as executing
agency.
The TST-SELA project was aimed at providing expanded credit
support to low-income beneficiaries through accredited non-governmental
organizations (NGOs). Specifically, this project was designed to: (a)
increase employment opportunities in the rural areas; (b) assist in the
formulation and strengthening of self-help groups (SHGs); (c) increase
the income and purchasing power in the rural areas; (d) encourage savings
mobilization among targeted low-income groups; and (e) strengthen NGOs
as intermediaries for meeting the credit needs of low-income borrowers.
SEA assisted ADB in the post-evaluation of this NGO microcredit
project. The post-evaluation activity consisted of a socio-economic survey
of a representative sample of beneficiaries as well as the institutionalization
of case studies with a view to examining the contribution made by the
project in terms of: (i) improving credit delivery in the rural areas;
(ii) increasing income and purchasing power in rural areas; (iii) increasing
employment opportunities; (iv) reducing poverty in the six regions supported
under the Project; and (v) strengthening NGOs as intermediaries for meeting
the credit needs of low-income families. As the project was piggy-backed
to a technical assistance to strengthen NGOs, the success achieved under
the TA was also studied.
MANAGEMENT AUDIT OF TELTRONICS
SALES, INC., PHILIPPINES
A management audit was conducted by SEA for Teltronics Sales, Inc. The
study concentrated on the specific duties and responsibilities of each
personnel, evaluated the qualifications of the company staff and evaluated
whether the positions were in accordance with the approved organizational
structure of the company.
MANAGEMENT AUDIT OF ACACIA INTERNATIONAL
MARKETING CORP., PHILIPPINES
An organizational study was undertaken by SEA on the sales department
of AIMCORP. A thorough review of the functions/job descriptions of the
sales manager and salesmen was made in accordance with AIMCORP's set objectives.
SEA recommended an appropriate job description for the sales manager and
an effective territorial coverage for the salesmen in order to attain
maximum profits for the company.
MANAGEMENT AUDIT OF PHILTECTIC
CORPORATION, PHILIPPINES
A study was conducted to review the Finance and Administrative Department
of the company. It was aimed to decentralize functions from the high-ranking
officials to the rank and file personnel. SEA formulated and recommended
the appropriate job descriptions of each personnel and drew up the ideal
organizational chart for the company.
ORGANIZATIONAL DIAGNOSTIC STUDY
FOR A PUBLIC UTILITY COMPANY, PHILIPPINES
SRI International, in coordination with SEA, made an overall organizational
study of a public utility company's operating centers. The study focused
on the effectiveness of the company's operating centers nationwide.
COMPUTER USER STUDY FOR A PUBLIC
UTILITY COMPANY, PHILIPPINES
The study was jointly undertaken by SRI International and SEA. It was
a diagnostic study on the use of latest computer technology to improve
the operations of the utility company. Appropriate recommendations were
made based on the findings done by SRI and SEA team of experts.
PROJECT MONITORING - CITIZENS'
DISASTER REHABILITATION CENTER, INC. (CDRC), PHILIPPINES
SEA was commissioned by the Dutch Embassy to monitor the seedling dispersal
project of the CDRC, a local NGO. The project was designed to help the
distressed families in calamity stricken areas of Southern Tagalog, Samar,
Cebu and Panay Islands through the granting of seedlings.
SEA monitoring activities were aimed at assessing the progress
of the implementation of the project with special emphasis on the areas
covered and benefited by the CDRC's dispersal project, determining the
eligibility of the project beneficiaries, and assessing the amount of
assistance given to them.
BICOL AGRICULTURAL REDIRECTION
PROGRAM, PHILIPPINES
SEA conducted an evaluation study of the seed production and dispersal
project of the Department of Agriculture in the provinces of Albay and
Sorsogon. The study assessed the mid-year progress of the project in order
to identify corrective measures necessary for the effective delivery of
the project assistance to target farmer beneficiaries. The project was
funded by the Netherlands government.
MANAGEMENT AUDIT OF REFURMA INDUSTRIES,
INC., PHILIPPINES
SEA conducted operations and manpower requirement studies for the administrative
and selling departments of Refurma Industries, Inc., a firm engaged in
the manufacture of home and office furnitures and smoker line items geared
for the export market.
PHILIPPINE LONG DISTANCE TELEPHONE
COMPANY ORGANIZATIONAL STUDY, PHILIPPINES
SEA assisted SRI International in the conduct of an organizational development
study of the Philippine Long Distance Telephone Company. The team of experts
reviewed the company's organizational structure and staffing pattern and
prepared recommendations for their improvement.
MANAGEMENT AUDIT OF THE DEVELOPMENT
FUND SECRETARIAT (DFS) OF THE CANADA-PHILIPPINES DEVELOPMENT COUNTERPART
FUND PROJECT, PHILIPPINES
A Development Fund Secretariat (DFS) was established to ensure
the efficient and effective management and administration of the Canadian-Philippines
Development Fund. The DF was later opened to support not only the Local
Government Support Project (LGSP) but also other program delivery mechanisms,
which, with such expansion, there was a felt need to review and institute
changes in the Secretariat's organizational structure and processes to
make it more effective and efficient in delivering its functions.
The Canadian International Development Agency (CIDA) contracted
SEA for the services of a management audit team to look into program/project
management, financial management, and administration matters and formulate
measures for the Secretariat to effectively carry out its objectives.
ORGANIZATIONAL DEVELOPMENT STUDY
OF THE CAGAYAN ECONOMIC ZONE AUTHORITY (CEZA), PHILIPPINES
SEA assisted the Board of Directors of the Cagayan Economic Zone Authority
(CEZA) in drawing up an appropriate organizational structure of CEZA for
it to implement the mandate of RA 7922 and operationalize the Cagayan
Special Economic Zone and Freeport. The project involved the translation
of CEZA's mandate into a guiding vision and mission statement, drawing
up its objectives and functions, and design and formulation of CEZA's
organizational, functional, and position charts as well as job description
and qualification standards.
EXTERNAL EVALUATION ON SWISSCONTACT
COUNTRY PROGRAM, PHILIPPINES
SEA conducted an external evaluation on the Swisscontact Program in the
Philippines. A review was made on the role and tasks of the Swisscontact
program, as well as its future plans in the Philippines. It also assessed
the program's strategy, institutional set-up, and relation network.
REORGANIZATION OF THE PCIC PROJECT,
PHILIPPINES
SEA Consultants, Inc. (SEA) assisted the Philippine Crop Insurance Corporation
(PCIC) in preparing their new organizational structure to attain organizational
efficiency and long-term self-sustainability for PCIC, including the functional
statements, staffing pattern and job descriptions for each and every position.
In addition, SEA drafted and worked for the approval of the proposed Executive
Order mandating the reorganization of PCIC and shall prepare a five-year
(1997-2001) financial statements for PCIC proper and the Special Revolving
Trust Fund covering three (3) years prior to reorganization and two (2)
years upon implementation of the proposed reorganization.
YEAR 2000 TECHNICAL ASSISTANCE
FOR SPECIAL EVALUATION STUDIES OF ADB OPERATIONS IN DEVELOPING MEMBER
COUNTRIES (DMCs) – PART ONE, REGIONAL
SEA Consultants, Inc. undertook the program evaluation in the agriculture
sector, one of the components of the TA for the Asian Development Bank.
This TA aimed to assess ADB’s operations and processes
which includes four special evaluation studies and one country assistance
program evaluation study. It provided feedback on best practices and shortcomings
to strengthen ADB’s present and future operations. To evaluate ADB’s
involvement in the agriculture sector, SEA had been commissioned to review
and assess the agriculture sector performance of the Philippines since
the 1960s. SEA identified and discussed the main issues in the agriculture
sector and at the same time reviewed the ADB’s agriculture sector
strategy (COS). It involved the identification and discussion of the key
sector strategies, policies, plans and constraints of the Government in
the agriculture sector. As well as the assessment of the impact of ADB’s
intervention in the agriculture sector in terms of (a) establishing/strengthening
policy formulation and analysis; (b) strengthening sector planning and
budgeting capacity of relevant agencies; and (c) establishing an effective
information system.
YEAR 2000 EVALUATION STUDIES OF
ADB OPERATIONS IN DEVELOPING MEMBER COUNTRIES (DMCs) – PART TWO
SEA Consultants, Inc. assisted the Asian Development Bank to assess the
ADB’s operations and processes comprising of four studies (two impact
evaluation studies and two special evaluation studies). To evaluate ADB’s
involvement to rural credit in selected DMCs, SEA has been tasked to prepare
the economic and financial analyses of a representative sample of subprojects,
financed by the rural credit projects under the Study in the country.
SEA analyzed the survey findings with a view of evaluating the impact
of ADB’s interventions on rural credit. It also included the review
of all technical assistance (TA) projects in the seven selected countries
with a view of assessing the impact of rural credit related TAs on institutional
strengthening and capacity building.
MID-TERM REVIEW MISSION OF THE
ECONOMIC SELF-RELIANCE PROGRAMME CARABALLO AND SOUTHERN CORDILLERA AGRICULTURAL
DEVELOPMENT (ERP-CASCADE), PHILIPPINES
The EuropeAid Cooperation (EC) engaged the services of SEA, together
with Agrisystems Ltd. (Agrisystems) to undertake the Mid-Term Review Mission
of the Economic Self-Reliance Programme Caraballo and Southern Cordillera
Agricultural Development (ERP-CASCADE). The ERP-CASCADE, a successor project
to the Agricultural Component of the Earthquake Rehabilitation Programme
(ERP) has the overall objective of helping mainly the indigenous people
in the highlands of the Caraballo and Southern Cordillera mountain ranges
in promoting an agro-based local economy to allow them a better income
and standard of living and give them the opportunity to remain settled
and developed where they are presently living with their families.
MERGER OF CLARK DEVELOPMENT CORPORATION
(CDC) AND THE CLARK INTERNATIONAL AIRPORT CORPORATION (CIAC), PHILIPPINES
SEA is currently working with the Bases Conversion
Development Authority (BCDA), to undertake the study “Merger of
Clark Development Corporation (CDC) and the Clark International Airport
Corporation (CIAC). The objective of the study is to look into the feasibility
and justification of consolidating or merging the two organizations under
one authority. It is focused on three critical process areas, which should
assist the BCDA and CDC in carrying out the merger, namely: legal, organizational
and financial.
