COMMUNITY DEVELOPMENT
ARTIFICIAL REEF AND RELATED PROJECTS
FOR THE FISHERMEN AND WOMEN OF BARANGAY BUCAYA, SAN JOAQUIN, ILOILO, PHILIPPINES
This project, funded by a grant from the Royal Netherlands Embassy
under its "Small Embassy Projects Programme" or KAP, involved
the following: (a) actual setting-up and installation of artificial reefs
in the barangay's fishing ground; (b) purchase of additional fishing bancas
and gears; and (c) purchase of equipment for the fish processing and preservation
project. The main objective of the project was to enable the fishermen
and other affected households the opportunity to increase their income,
to a level at par or above the poverty line, to be made possible by the
use of artificial reefs and additional bancas and gears. Also, the women
had put their idle time into productive endeavor in the fish processing
and preservation project.
SCHOOLHOUSE AND DEEPWELL WATER
SYSTEM PROJECTS FOR DEPRESSED COMMUNITIES IN PARANAQUE, METRO MANILA,
PHILIPPINES
This urban community development project was funded by a grant
from the Royal Netherlands Embassy. SEA prepared the project proposal
for the intended beneficiaries; installed four units of deepwell water
systems in the communities of Sampaloc II, Ipil Ipil, Natividad, and Santo
Niño; and constructed a school house/relief center in Barrio Pulo,
La Huerta, Parañaque, Metro Manila.
LIVELIHOOD PROJECTS FOR THE FISHERMEN
FAMILIES OF BARANGAY CREDIT, LA HUERTA, PARANAQUE, METRO MANILA, PHILIPPINES
This was another urban community development project funded by
the Netherlands Embassy to increase the incomes of low-income level families.
The project profile was prepared by SEA and the livelihood projects designed
included: (a) the installation of a deepwell water system; and (b) purchase
of bancas, marine/motor engine, and fishing gears and nets.
MOTORIZED BANCAS AND FISHING GEARS
PROJECTS FOR THE SMALL FISHERMEN OF BARRIO SAN ESTEBAN, MACABEBE, PAMPANGA,
PHILIPPINES
Barrio San Esteban is a depressed area situated in the swampland
of Pampanga. On behalf of the community, SEA prepared the profile of a
livelihood project involving the operation of baby trawls for fishing
in the open sea. The project was funded by the Netherlands Embassy.
PIG FATTENING PROJECT FOR THE
FARMERS OF BARANGAY MALAYA, PILILLA, RIZAL, PHILIPPINES
This rural community development endeavor involved the operation of a
40-head pig fattening project for the farmers of Barangay Malaya. Funded
by the Netherlands Embassy under its KAP Programme, SEA prepared the project
profile and was later tasked with monitoring and supervising the implementation
of the community development undertaking.
POTATO GROWING PROJECT FOR THE
UPLAND FARMERS OF BARANGAY MT. DATA, BAUKO, MT. PROVINCE, PHILIPPINES
This project aimed to provide agricultural inputs (seedlings, fertilizers,
pesticides, and basic farming equipment) to the upland farmers of said
barangay in the Cordilleras. Under a grant from the Dutch Embassy, the
project also provided technical expertise to the farmers to update them
on new technologies and farming techniques for potato farming.
FISHING BANCAS AND IRRIGATION
PROJECTS FOR THE SMALL FISHERMEN/FARMERS OF BARRIO PUGO, PHILIPPINES
This is a rural community development project which, was packaged by SEA
for the small fishermen/farmers of Barrio Pugo. The Dutch Embassy funded
the project, which involved the acquisition of motorized bancas and fishing
gears needed for catching tuna in the China Sea. When the bancas are not
in use, the engines or motors can be used for irrigation purposes to water
the farmers’ crops.
FISHING BANCAS AND OYSTER PROJECTS
FOR THE SMALL FISHERMEN OF BARANGAY CALMAY, DAGUPAN CITY, PHILIPPINES
Barangay Calmay is a depressed fishing village in Dagupan City.
After inspection of the area, SEA packaged a proposal which, was subsequently
funded by the Dutch Embassy. The utilization of the fishing bancas, together
with auxiliary fishing gears, and oyster projects will definitely increase
the income of these small fishermen.
SOCIO-ECONOMIC SURVEY AND WOMEN-IN-DEVELOPMENT
STUDY OF SEMIRARA ISLAND, PHILIPPINES
SEA was commissioned by the Canadian International Development Agency
(CIDA), for the conduct of a study on development opportunities, for target
communities of Semirara Island. SEA conducted a socio-economic survey
of the project area to establish baseline data on regional, national,
institutional and local settings; assessed Unong Coal Mine employees,
facilities and health and education resources; and assessed possible women's
contribution to the project as well as equitable distribution of project
benefits by gender. SEA also conducted training needs analysis of Unong
Coal Mine employees and recommended training options for a company-wide
training program. The project was done in association with ARA Consultants.
INFRASTRUCTURE IMPROVEMENT OF
SUBIC BAY AREA MUNICIPALITIES, PHILIPPINES
SEA was contracted to assist in an Asian Development Bank-funded Technical
Assistance project involving the design of an urban sector framework,
diagnostic analysis and demand for infrastructure services, investment
programming, and project formulation and feasibility analysis of proposed
infrastructure for the improvement of Subic Bay area municipalities. The
feasibility study included preliminary engineering design, project organization
and management, cost estimates and financing, environmental evaluation,
social analysis, benefit monitoring and evaluation, and economic evaluation
of the proposed project and its components. COWIconsult and DVH, Denmark
led the conduct of the project.
PHILIPPINE REGIONAL MUNICIPAL
DEVELOPMENT PROJECT, PHILIPPINES
SEA Consultants, Inc., together with COWIConsult of Denmark, Pacific Rim
Innovation and Management Exponents, Inc. and Urban Integrated Consultants,
Inc. of the Philippines was contracted by the Department of Interior and
Local Government (DILG) for the provision of consultancy services to this
loan assistance project of the Asian Development Bank.
The project aimed to improve the quality of life of the
Filipinos through the provision of basic urban infrastructure and services
and the development of the capacity of the cities covered by the project
to assume responsibility for service delivery. These was accomplished
through training of the officials/staff of DILG and the cities on better
project management and operating and maintaining infrastructure, services
and facilities; and the provision of actual physical infrastructure investment
in subprojects such as urban roads, drainage, solid waste disposal sites
and collection equipment, public markets, bus terminals, and maintenance
workshops with tools and equipment. It covered seven high-priority and
rapidly growing cities throughout the main island groups in the country,
namely: Lucena and Puerto Princesa in Luzon; Bacolod and Tagbilaran in
Visayas; and General Santos, Cagayan de Oro, and Iligan in Mindanao.
RURAL ROAD DEVELOPMENT PROJECT,
PHILIPPINES
SEA Consultants, Inc. (SEA) has been commissioned by Asian Development
Bank (ADB) to implement this technical assistance (TA) for the Department
of Interior and Local Government (DILG). The TA aims to help the Government
formulate and prepare a rural road development project in order to reduce
poverty and enhance economic development in poor rural provinces. The
TA will include: (i) improving critical, national and provincial road
links; (ii) improving the management of the road network in rural areas
through policy initiatives and institutional strengthening of national
government agencies and LGUs; and (iii) exploring new modalities and alternative
funding sources for road rehabilitation, operation and maintenance through
public-private partnership.

and Technocrats (ICT), Pvt. Ltd. of India.
